Texans for Lawsuit Reform was founded by business and community leaders who saw firsthand how lawsuit abuse was driving jobs away and undermining opportunity for Texas families. They came together with a clear mission: build a fair, predictable legal system where justice, not jackpot verdicts, would prevail. That vision reshaped our courts and strengthened our economy. Thirty years later, TLR continues to stand with Texas families, businesses, and job creators to ensure our state remains the best place to live, work, and grow.

Decades ago, Texas faced a legal climate that threatened jobs and fairness. TLR’s early reforms helped turn Texas into a model for balanced, predictable courts, and that foundation still guides us today. But lasting reform requires vigilance. TLR continues to fight new forms of lawsuit abuse that drive up costs and hurt families, ensuring Texas remains the best place to live and work.

Texans pay some of the highest insurance costs in America, more than $8,600 a year between home and auto coverage. That's the sixth-highest insurance burden in the country. Some of this is severe weather. Some of it is economic growth. But a major driver is high litigation costs, which can be attributed in many instances to frivolous and abusive lawsuits that inflate claims and drive premiums higher across the board. When trial lawyers chase jackpot verdicts and manufactured damages, every family pays the trial lawyer tax through higher monthly bills.

Home insurance is up 19% and auto insurance is up 25% because of ambulance-chasing personal injury trial lawyers. They continue to funnel inflated claims and massive legal fees into the system, forcing insurers to raise rates statewide. Ambulance-chasing lawyers get rich. Your insurance becomes unaffordable. That’s the trial lawyer tax in action, and every Texas family feels it.

You will never receive a bill marked “lawsuit tax.” You pay it anyway. Excessive litigation costs the average Texas household an estimated $4,594 a year through higher prices, reduced earnings, and lost economic activity. Texas lawmakers can lower it.
