Since 2024, the Index has continued to track the development performance of 11 cities across six key industries in the Greater Bay Area (GBA), including Financial Services, Innovation & Technology, Culture, Sports & Tourism, Trade & Logistics, Manufacturing, and Construction & Real Estate. As Chinese Mainland enterprises accelerate their expansion into international markets (going global), technology and brands increasingly require intellectual property (IP) protection, which is further leverage for financing, licensing, and trading. Concurrently, products must undergo testing, inspection, and certification (TIC) to meet local regulations and overseas buyers' requirements. Both IP and TIC have become critical for enterprises to build competitive advantages and go global. In light of this, this year’s Index specifically focuses on analysing the development strategies, pain points, and potential of GBA enterprises under the twin themes of IP and TIC, offering targeted policy recommendations. The event was honoured to have Ronnie C. Chan, Governor of OHKF and Honorary Chair of Hang Lung Properties Limited; Harold Wong, Advisor of OHKF, Vice Chairman, Managing Director and Chief Executive of Dah Sing Bank as the opening speakers. Fiona Au, Assistant Commissioner for the Development of the Guangdong-Hong Kong-Macao Greater Bay Area, was also present as an invited guest. Following that, Kenny Shui, OHKF Vice President and Public Policy Institute Executive Director, and Alex Mak, OHKF Head of Greater Bay Area Development, elucidated the “Index” report. The subsequent panel discussion titled “Navigating the Seas: IP and TIC application of GBA Enterprises”, featured Dennis So, 2nd Vice Chairman of Hong Kong Small and Medium Enterprises Association; Kent Yau, Chief Operations Officer of CMA Testing; Anthony Tong, Managing Partner of Robin Bridge & John Liu; Robin Tse, General Manager, Head of Business Banking & Direct Channels of Dah Sing Bank; and Kenny Shui, and was moderated by Dr Jane Lee, President of OHKF. Carolina Goic Boroevic, Executive Director, Center for Cancer Prevention and Control (CECAN), shared Chile's experience in health innovation. She noted that meaningful patient participation can transform health policy, and pointed out that patients should not be invited only to share their personal stories, but should play an important role in defining problems, setting priorities, designing solutions, and monitoring policy implementation. However, she believes that participation alone is not enough; sustainable and equitable access to cancer and rare-disease care requires the combination of evidence, financing, strong institutions, and effective implementation. She further noted that the success of health policy should be measured by whether people can access the care they need, when they need it, regardless of their income, diagnosis, or where they live. Active on Facebook, Instagram. 【跨越城界：匯聚灣區優勢 共建退休生態】 【大灣區內地城市何以協助香港醫療服務填補缺口？】 香港的醫療制度以服務質素優良享譽國際，但病人往往須在兩種截然不同的醫療服務途徑之間作取捨：公立醫院提供收費較低及標準化的服務，但輪候時間普遍偏長；私家醫院雖可提供較快捷的服務及較高質素的醫療體驗，收費卻明顯高昂得多。 香港的醫療服務正缺乏一個第三選項：一個能在市民的負擔力、服務可及性和服務質素之間取得平衡的中位醫療服務市場，令病人不必在輪候時間和費用之間取捨。 然而，大灣區內地城市有助填補香港中位醫療服務市場的缺口，主要具備三大優勢： ・具備較充裕的服務承載能力； ・醫療服務不論公營或私營，收費較易負擔，且價格範圍較窄、較穩定及較容易預測； ・正積極發展符合國際標準的醫療服務。 為此，團結香港基金於10月8日發表《跨越城界：匯聚灣區優勢 共建退休生態》政策研究報告，建議將安老政策由以往「以城市為界」的思維，轉化為「區域協作」的新框架，結合大灣區內地城市優勢，共同建構一個互惠且可持續的區域安老生態系統。 報告提出，香港若要建立一個中位醫療服務選項，可善用大灣區的現有資源，讓退休人士更快獲得合適的醫療服務，從而提升其生活質素和健康狀況，並有效控制本港持續攀升的醫療開支。 報告：https://bit.ly/4hT2QDM 新聞稿：https://bit.ly/4hMvC9j 【Beyond City Boundaries: Building a GBA Retirement Ecosystem】 【Why the Mainland GBA Cities Can Help Close the Gap of Hong Kong Healthcare Services?】 Although Hong Kong’s medical system is internationally renowned for its quality, patients often face a difficult choice between two distinct avenues of medical care: Public hospitals offer cheaper, standardised services but are constrained by excessively long waiting times. Private hospitals offer faster access and premium quality, but at a significantly higher cost. What Hong Kong lacks today is a third option: a mid-tier service segment offering a genuine balance of affordability, accessibility, and quality, rather than forcing patients to choose between a lower-cost but slower system and a faster but more costly one. The mainland GBA cities possess three distinct advantages that position them to help address the gap in Hong Kong’s mid-tier medical services market: ・Greater service capacity; ・Greater affordability and fee predictability; ・Growing ambition to develop world-class medical services. To address this gap, Our Hong Kong Foundation released a policy research report titled “Beyond City Boundaries: Building a GBA Retirement Ecosystem” on 8 October. The Report recommends shifting eldercare policy from a traditional city-bound mindset to a regional framework, leveraging the complementary strengths of mainland GBA cities to jointly build a mutually beneficial and sustainable regional retirement ecosystem. The Report proposes that as Hong Kong seeks a mid-tier service segment, utilizing medical services in the mainland GBA would speed up Hong Kong retirees’ access to care, improve their quality of life and health status, and help contain the Government’s future healthcare expenditure. The event invited Professor David Gwilt, Emeritus Professor of Music of The Chinese University of Hong Kong, as the keynote speaker. Through his journey of building musical dreams and making Hong Kong his home, the event showcased the transformation of Hong Kong’s classical music scene from local roots to international renown, highlighting the city’s cultural resilience. During the panel session, when asked how Western classical music facilitates cultural exchange and builds mutual trust, Professor Gwilt remarked that as long as people love music and learn to appreciate the same sounds, music will bring them together regardless of their backgrounds. He further encouraged the next generation of musicians that, apart from technical skills, the single most important thing is to be true to themselves and be true to the music they play or write.
