The carbon in reformed feedstock is priced under the emissions trading system, and the cost travels with every product sold into Europe. The cap falls every year to 2040 and the benchmarks behind free allocation tighten with it. For a site that consumes carbon monoxide or syngas, that carbon belongs on the feedstock bill, next to the price of the molecule itself.

Carbon monoxide bought over the fence is methane at one remove. Carbon is drawn from a gas field, released by reforming, and carried into the product with its carbon cost and the price behavior of the fuel it came from. That is nobody’s fault; it is the origin of the molecule. D-CRBN converts carbon dioxide the site already holds, with electricity, into carbon monoxide of the same specification, at a cost that moves far less and for different reasons.

Procurement answers supply risk with a second supplier, and rightly so. But two suppliers of the same molecule, reformed from the same commodity and exposed to the same commodity price, share one exposure: the same feedstock, the same energy vector and often the same corridor. For a site that depends on carbon monoxide or syngas, the useful question is not how many suppliers it has, but how many of them are independent of each other.

Electrified routes from carbon dioxide to carbon monoxide are dependent on hydrogen costs. Reverse water-gas shift consumes roughly one mole of hydrogen per mole of carbon monoxide, putting the site’s most expensive molecule inside the cost stack. High-temperature electrolysis avoids that bill but requires extremely pure feeds and high maintenance. Gas-phase plasma needs no hydrogen, is industrially robust, and operates the closest to the thermodynamical minimum to split the CO₂ molecule. The comparison lets a shortlist rest on method fit, not vendor familiarity.

Europe priced carbon when no one else would, and it was right to. But under the rules in force, carbon captured for use is charged twice, at capture and again at release within the trading system, whereas carbon sent to storage bears no charge. The rule therefore rewards burying carbon, and keeps whole value chains on extracted fossil carbon. Yet a tonne turned into a product is not an emission postponed: it replaces a tonne that remains underground, and frees its value chain from natural gas as a feedstock. The correction is written. We ask Europe to finish it.

Multi-sourcing is the standard answer to feedstock risk, and it works when the sources are independent. Two suppliers of reformed carbon monoxide rarely are: the same commodity, the same reforming chemistry, the same price behaviour and often the same pipeline corridor. This analysis sets out how to test whether a second source diversifies anything, and what a source that fails for different reasons looks like: another feedstock, another energy vector, another location.
