Australian Naval Infrastructure (ANI) has appointed MBB Group as transaction advisers for the Nuclear-Powered Submarine Construction Yard (NPSCY) project. This major infrastructure project at the Osborne Naval Shipyard in South Australia is a significant undertaking involving the development of extensive and technically complex infrastructure. How ECI succeeds where other procurement models struggle. The Early Contractor Involvement model may be the ideal answer to provide certainty on project cost and program. Adding greater certainty to an uncertain pipeline. Australia is seeing a significant amount of infrastructure projects across a number of sectors. From a significant wave of defence investment, to an accelerating energy transition, feeding the increasing demand for housing, road, water and health infrastructure, and responding to a rapidly expanding pipeline of privately funded data centre infrastructure. The challenge for project owners is major investment programs are drawing on the same finite pool of labour, materials and delivery capacity, placing significant pressure on the industry’s ability to deliver efficiently. The market is becoming defined for less predictable supply chains, a constrained market capacity and increasing project complexities. With the increased risk caused by these factors, the market is turning away from fixed commercial models such as lump-sum design and construct, or construct-only, for complex projects where uncertainty remains. New models, such as Early Contractor Involvement (ECI) engage contractors earlier to promote greater understanding and sharing of risk, information, provides greater visibility of constructability, pricing, supply chain constraints and other delivery risks before key project decisions are finalised. If you’d like to explore the potential of ECI, or other emerging, collaborative procurement models, we’d love to have a chat. Please contact Peter Jones at [email protected]
