Intelligently automated workforce management laid the foundation. It forecasts demand, builds schedules, and applies your rules consistently. But stores don’t operate the same way every day. Forecasts miss, budgets shift, and employees call out and request changes. That’s the last mile: reworking the schedule after a call out, questioning a forecast input that looks wrong, publishing on time, and clearing the request queue. Rules alone can’t automate every exception, because each one is a little different. So it lands on managers, by hand. Legion Agentic AI takes on that last mile. Legion AI Agents work within the rules your business has set, send the judgment calls to a manager, and do only as much on their own as you allow. The result? AI that acts and people who decide.

Frontline managers want AI to handle routine work while they remain responsible for decisions. New data from 846 managers surveyed in Legion’s 2026 State of the North American Hourly Workforce report shows that only 11% expect AI to replace their role over the next 12 months. By comparison, 40% expect AI to make scheduling easier. But earning their confidence requires more than automating a few tasks.

Our latest research on the UK retail and hospitality labour market has highlighted such an important opportunity for the industry. Businesses have spent decades getting better at understanding customers. They now need to apply the same thinking to their workforce. Just 7% of the workforce sits within what we call the 'Experienced Core', typically with more than 10 years in the industry. They want stronger support and reasons to keep committing their experience. Crucially, this group also has the highest level of net underemployment, suggesting there is experienced labour capacity sitting inside businesses that is not being fully utilised. A net 12% would like to work more hours. Their needs look very different from 'Student Flexers', who need flexibility around education, or 'Career Builders', who place greater value on progression, recognition and dependable support. There is no such thing as the average frontline worker. Our research with Legion Technologies identified six distinct frontline workforce groups across UK retail and hospitality, with very different motivations, pressures and expectations. Three groups alone account for 74% of the frontline workforce: ▶️ Student Flexers, 27%, balancing work with education ▶️ Stretched Strivers, 24%, relying heavily on their job as a main source of income ▶️ Supplementary Earners, 23%, using work to top up income alongside other commitments The differences between them are striking. Among Supplementary Earners, 78% say their hours and pay often or always cause them to worry about money. For Career Builders, that falls to just 6%. Yet too many workforce models still apply broadly the same approach to scheduling, hours, flexibility and engagement. We wouldn’t treat customers with the same broad-brush approach. And there is a significant commercial driver here too. Last year, the Retail Trust reported that over 40% of UK retail workers (c. 1.5 million employees) are at risk of quitting their jobs due to mounting unhappiness, stress, and rising rates of abuse in shops. Understanding who works for you, what they need from work, when they want to work and what keeps them engaged should become a much more important part of workforce strategy. With labour costs rising and margins under pressure, a more sophisticated understanding of the frontline workforce can support better labour allocation, stronger retention, less operational friction and ultimately better customer execution. I’ll be discussing a range of these topics with Marcus Beaver, Managing Director EMEA at Legion Technologies, in more detail at our webinar - details below.
