As premier partner of Water New Zealand's Conference and Expo 2025 our focus is the types of value – and values – needed for the successful development of New Zealand’s water systems: Care, Readiness, Responsiveness, Capability, Continuity, Commitment, Teamwork and Capacity. In this post we touch on ‘Responsiveness’, with the safeguarding of Dunedin City’s water supply in a recent flood-related emergency as an example. Our Dunedin Water team won the 2025 CCNZ Otago Supreme Award by turning on a dime to get Dunedin’s water supply back running after a slip severed the main waterline in late 2024. They were addressing various other storm-related issues in October 2024, when the watermain to Saint Leonards Reservoir was breached. Contacted at 10am on Friday, the system was operational by 2pm on Sunday, the team having assessed the damage, developed a solution, secured emergency pipes and installed temporary water lines. And the feedback from Dunedin City Council? The emergency repair work was executed with remarkable efficiency and professionalism,” says Dunedin City Council Capital Delivery Team Leader, 3 Waters, William Clifford. “Fulton Hogan’s proactive and collaborative approach ensured swift restoration of the water supply to the St Leonards community, minimising disruption and maintaining essential services.” Pictured is the team hauling temporary pipes up Signal Hill as part of the emergency repairs.

As premier partner of Water New Zealand's Conference and Expo 2025, our focus is the types of value – and values – needed for the successful development of New Zealand’s water systems: Care, Readiness, Responsiveness, Capability, Continuity, Commitment, Teamwork and Capacity. In this post we touch on ‘Teamwork’ with Fulton Hogan’s 3 Waters maintenance relationship with Hastings District Council as an exemplar. When Fulton Hogan assumed the HDC 3 Waters maintenance contract in 2017, it pioneered ‘Intertwine’ – a contractor-client collaboration programme designed with intensive feedback loops to identify and address issues and opportunities. It was a partnership borne of adversity. In 2016, prior to Fulton Hogan’s involvement and following heavy rainfall, the aquifer near a bore in Havelock North was contaminated by animal faeces. Approximately 5,000 people in Havelock North suffered from gastroenteritis and it resulted in around $100M of additional capital investment to improve safety and resilience. Cyclone Gabrielle has since brought its own operational and budgetary pressures. Roman philosopher Epictetus could have been referring to the HDC 3 Waters team when he said: ‘It’s not what happens to you, it’s what you do about it’. What they’re ‘done about it’ is develop the best practice in contractor-client collaboration built on a deep commitment to keeping the community safe and finding the best use of finite resources. Its effectiveness has been recognised with the 2025 Hawkes Bay CCNZ Excellence in Asset Management Award and finalists in the Excellence in Maintenance category of the 2025 CCNZ National awards. In the words of Hastings District Council 3 Waters Manager, Steve Cave: “The relationship between Fulton Hogan and Hastings District Council has matured into a high trust, transparent partnership resulting in solutions that are mutually beneficial and sustainable.”
